US default all-other category rate = 8% of final item sale price
Special categories may use 4% or capped/tiered 8% up to $1,500 per current policy
processing_fee = 2.9% * total_order_value + $0.30
total_order_value generally = item sale + buyer shipping + buyer taxes
total_fees = commission + processing_fee + applicable_tax_on_fees
