Formula and method

fee_base = item_price + buyer_shipping + sales_tax + other_applicable_buyer_charges
final_value_fee = tiered_rate(category, store_status, fee_base) + per_order_fee

  per-order fee = $0.30 if order <= $10 else $0.40
promoted_fee = promoted_rate * applicable_ad_fee_base
